Provincial Attestation Letter (PAL) – Update as of April 1, 2025
The allocation of Provincial Attestation Letter (PAL) from provincial governments was limited, and most have already been distributed to eligible learners. PALs are issued on a first-come, first-served basis to eligible learners who meet all admission and documentation requirements.
In most cases, a Provincial Attestation Letter (PAL) will be required as part of your study permit application. We advise you to look at the IRCC website, as there are a few categories where people do not need a PAL.
Below is the current status by province:
- CPA British Columbia
Our PAL allocation has been fully distributed. We do not currently have any PALs remaining for this province. - CPA Alberta
A very limited number of PALs remain available. If you have questions about availability, please contact us as soon as possible. - CPA Saskatchewan
As we do not currently hold a Designated Learning Institution (DLI) number in Saskatchewan, we were not issued any PAL for this province. You are welcome to check back in 2026 for any updates to this status. - CPA Manitoba
A very limited number of PALs remain available for distribution. If you have questions about availability, please contact us as soon as possible.
Note:
- PAL allocated to one province can not be used for another province.
- You must be currently living in the province you are applying for (moving to another province to try to obtain a PAL is not recommended because of the limited number of PALs allocated in each province; it’s unlikely we would have PALs left in that province by the time you settle there.)
- If you’re unable to obtain a PAL for the current year, you may consider deferring your start or checking back early in 2026 when new allocations are issued. Please be aware that we do not know how many PALs will be available for the following year and cannot guarantee a PAL just because you defer. We understand this can be disappointing and will do our best to support you through other planning options.
